Job Description

The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.

The Office of Chief Medical Examiner is seeking a motivated, energetic, experienced individual to serve as the Director of Human Resources. The Human Resources Unit of OCME is responsible for all aspects of employee services for the agency from recruitment and hiring to payroll and time and leave, as well as providing courteous and timely answers to employee questions and issues relating to human resources policies and practices. Reporting to the Assistant Commissioner of Human Resources but with latitude for independent initiative and judgment, the Director of Human Resources will oversee various Human Resources functions including labor relations, discipline, talent management, performance management, classifications, payroll, timekeeping, and leaves in the OCME. Specific assignments will include, but not limited to:

  • Knowledgeable in NYC City Human Resources Management System (CHRMS), Payroll Management System (PMS), New York City Automated Personnel System (NYCAPS), CityTime, and other personnel-related systems.

  • Provide support and management for the Human Resources Unit, aligning HR initiatives with organizational goals and objectives.

  • Aid in the writing of standard operating procedures as well as programmatic and agency policies.

  • Responsible for the initiation and completion of classifications projects, including editing and creating agency specific title specifications, liaising with DCAS as necessary.

  • Oversees labor relations for the agency working directly with unions, management, and the Office of Labor Relations.

  • Oversees the disciplinary process for OCME and serves as liaison with DOHMH Office of Employee Law.

  • Serves as OCME liaison to the NYC Office of Labor Relations with respect to contractual issues that may arise with OCME employees including grievances and hearings.

  • Prepare monthly management reports of personnel activities including hires, separations, and salary actions.

  • Oversees the analyses of programmatic operations to determine problematic areas; makes recommendations

and implement the new procedures where indicated.

  • In conjunction with Executive management, works on the planning, development and implementation of staffing and hiring plans for the agency.

  • Assists in the preparation of personnel services budget plans and projections.

  • Lead and participate in special projects.

  • Serves as lead of for Human Resources in the absence of the Assistant Commissioner.

  • Performs other duties as required.

Qualifications

  1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics or a closely related field and four years of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning or a related area, 18 months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics or economic planning; or

  2. A baccalaureate degree from an accredited college and five years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above; or

  3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college, and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
