Description of Work

This position serves as the Audit Manager over the Consultant, Utility, Railroad & Turnpike Audit Unit (CURT) of the Office of Inspector General. The Manager is responsible for overseeing complex compliance or financial-related audits of activities related to external entities contracted with NCDOT. The Manager in this position will review pre-award audits, overhead audits, post-award audits and finals as well as reviews of audits performed by independent CPAs. The Manager of the unit will audit/review and/or monitors costs incurred under all agreements and contracts involving, but not limited to, utility relocation, railroad relocation and crossing signals, consulting engineers, ROW agreements, supportive service contractors, Federal Transit Administration, Federal Highway Administration, Federal Railroad Administration, Federal Aviation Administration, and National Highway Safety Transit Administration grants and contracts, street construction, municipal street-aid (Powell Bill) and maintenance payments to cities and towns. The Branch provides auditing services for business units and divisions throughout the department. Reviewing consultant’s contracts, purchase orders and invoice reimbursements. Audits shall be conducted in accordance with generally accepted governmental auditing standards. The Audit Manager is responsible for managing, planning, coordinating, administering, and compiling all audit work based on the Department’s Risk Assessments and Audit Plan or audits at the request of management, CPA firms or other DOTs.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of professional standards, such as generally accepted accounting principles, and/or Generally Accepted Government Auditing Standards (GAGAS), also known as theYellow Book, as well as local, state and federal regulations and statutes governing the area of work

  • Experience in managing audit engagements, such as financial, compliance and performance audits in accordance with relevant standards.

  • Working experience in writing audit reports of findings and recommendations

  • Demonstrated ability to perform and/or manage multiple audits or tasks while applying policies and /or regulations.

  • Experience with Microsoft Word, Excel and/or experience using any job costing system.

Minimum Education and Experience Requirements

Bachelor’s degree in accounting, business, finance or other discipline related to the area of assignment with 12 credit hours of accounting coursework from an appropriately accredited institution and three years of related professional experience, of which two years is audit experience; or

Bachelor’s degree in any field from an appropriately accredited institution and certification/licensure as a certified public accountant, certified internal auditor, certified fraud examiner, certified information system auditor; or related certification/license and three years of related experience including two years of audit experience; or an equivalent combination of education and experience.
